Article 1

China Internet Domain Name Regulations (hereafter the Regulations) are formulated in accordance with the relevant provisions of the state and with reference to the international rules for the administration of Internet domain names, with a view to promoting the development of the Internet in China, safeguarding the secure and reliable operation of China Internet Domain Names System and regulating the administration of China Internet domain names System.

Article 2

The Regulations shall be observed in the registration of domain names and in the activities with relation thereto within the territory of the People's Republic of China.

Article 3

The definitions of the following terms mentioned in the Regulations are as follows:
1. Domain Name
Refers to the character identification of hierarchical structure that identifies and locates a computer on the Internet and corresponds to the IP address of this computer.
2. Chinese Domain Name
Refers to the domain name that contains Chinese characters.
3. DNS Root Server
Refers to the server that bears the function of root nodes in the domain name system.
4. Operation Entity of DNS Root Server
Refers to the institution that is responsible for operating, maintaining and administering the DNS root server.
5. Top Level Domain (TLD) Name
Refers to the name of the first level domain under the root node in the domain name system.
6. Domain Name Registry
Refers to the administration institution that is responsible for operating, maintaining and managing certain Top Level Domain Name System.
7. Domain Name Registrar
Refers to certain service institution that accepts applications for registering domain names, directly completes the registration processes in domestic Top Level Domain Name databases; directly or indirectly completes the registration processes in oversea Top Level Domain Name databases.

Article 4

MII is responsible for the administration of the Internet domain names in China. Its main responsibilities are as follows:
1) Formulating the regulations and policies concerning the administration of the Internet domain names;
2) Establishing the system for .CN ccTLD and Chinese domain names;
3) Administering the operational institutions of DNS root servers, which set up and operate the DNS root servers (including mirror servers) within the territory of the People' s Republic of China;
4) Administrating Domain Name Registry and Registrars within the territory of the People’s Republic of China;
5) Supervising and administering domain name registration services;
6) Being responsible for international coordination related to domain names.

Article 5

Any organization or individual shall not take any action to hamper the normal operation of the Internet Domain Name System in China.
Chapter II Administration of Domain Names

Article 6

Internet domain name system in China shall be promulgated by MII in form of proclamation. MII may adjust the Internet domain name system and re-promulgate it according to practical situation.

Article 7

Chinese Domain Name is an integral part of the Domain Names System of China. MII shall encourage and support the technical research, gradual spreading and application of Chinese Domain Names.

Article 8

Setting up any DNS root server or establishing any operational institution of DNS root server within the territory of the People’s Republic of China shall be approved by MII.

Article 9

Any organization that applies for setting up DNS root server or engages in running any DNS root server shall meet the following requirements:
1) It shall have corresponding funds and professional personnel;
2) It shall have the environment and technical capabilities of guaranteeing the reliable operation of DNS root server;
3) It shall have perfect measures for safeguarding the security of the networks and information;
4) It shall meet requirements of the development of the Internet and the stable operation of domain name system;
5) It shall meet other requirements prescribed by Chinese government.

Article 10

Any organization that applies for setting up DNS root server or engages in running any DNS root server shall submit the following documents to MII:
1) The general information of the applicant organization;
2) The situation of the proposed DNS root server;
3) Technical solutions for networks;
4) The certification of the measures for safeguarding the security of networks and information.

Article 11

Any organization that applies for setting up Domain Name Registry or Registrar within the territory of the People’s Republic of China shall be approved by MII.

Article 12

Any organization that applies for running Domain Name Registry shall meet the following requirements:
1) It shall set up top level domain name server (exclude mirror server) within the People's Republic of China, and the corresponding top level domain name shall accord with the global and domestic Internet domain name system;
2) It shall have funds and professional personnel that are suitable for conducting activities related to domain name registration;
3) It shall have good performance and experiences in conducting the Internet domain name related businesses;
4) It shall have the credit standing and ability of providing services in a long-term;
5) It shall have business development plans and the relevant technical solutions;
6) It shall have perfect monitoring mechanism on the domain name registration services and safeguard measures on the networks and information securities;
7) It shall meet other requirements prescribed by Chinese government.

Article 13

A Domain Name Registry applicant shall submit the following documents to MII:
1) Certificate of relevant fund and personnel;
2) Certificate of effectively operating domestic TLD name server;
3) Certificate that may prove the applicant’s credit standing;
4) Business development plan and relevant technical solutions;
5) Certification of the measures for safeguarding the security of networks and information;
6) The model agreement that proposed to be signed with Domain Name Registrars;
7) The document that gives the promise of complying the relevant national laws, policies and the domain name system of China and signed by the legal representative of the Domain Name Registry applicant.

Article 14

Any organization that engages in domain name registration service shall meet the following requirements:
1) It is legally established incorporated company or incorporated institution;
2) It shall possess at least 1 million RMB Yuan of the registered capital; It shall set up domain name registration service system within the territory of the People's Republic of China, and shall have the specialty engineers and customer service personnel to engage domain name registration service;
3) It shall have the credit standing and capability of providing services to the customers in a long-term;
4) It shall have business development plans and the relevant technical solutions;
5) It shall have perfect safeguard mechanism on the networks and information securities;
6) It shall have perfect quit mechanism of domain name registration service;
7) It shall meet other requirements prescribed by Chinese government.

Article 15

A Domain Name Registrar applicant shall submit the following documents to MII:
1) Qualification Certificate of the incorporated company or the incorporated institution.
2) Information of the domain type that the applicant organization propose to engage in, and corresponding technical and customer service personnel;
3) Letter of intent or agreement signed with relevant Domain Name Registry or Registrar overseas;
4) The model of customer service agreement;
5) Business development plans and the relevant technical solutions;
6) Certificate of technical safeguard mechanism on the networks and information securities;
7) Document that proves the credit standing of the applicant;
8) The document that gives the promise of complying the relevant national laws and policies and signed by the legal representative of the applicant organization.

Article 16

In case the application material is all ready and complies with the legal forms, MII shall offer the acceptance notification to the applicant; in case lacking of application material or the material does not comply with the legal forms, MII shall give the one-off notification in written form to the applicant of all other requested material on the spot or do so within Five days; for those rejected applications, MII shall issue the rejection notification to the applicant with reasons.

Article 17

MII shall accomplish the review process within 20 working days since the issuance of the acceptance notification, and make the decision on whether or not to approve the application. In case the decision can not be made within 20 working days, the period may be extended for another 10 days with the approval of the principal of MII. MII shall also notify the applicant with the reason for the deferred decision.

For the approved applications, MII shall issue position paper of the approval; for those rejected applications, MII shall notify the applicants in written form with reasons for the rejection.

Article 18

The Domain Name Registry shall self-consciously follow the relevant national laws, administrative rules and regulations, ensure the safe and reliable operation of the domain name system, and provide Domain Name Registrars with safe and convenient services equally and rationally.

The registry shall not interrupt any Domain Name Registrar’s registration service without proper reason.

Article 19

Domain Name Registrars shall self-consciously follow the relevant national laws, administrative rules and regulations, and shall provide users with domain name registration services equally and rationally.

Any Domain Name Registrar shall not defraud, intimidate or take any other malfeasant measures to request users to register domain names. 

Article 20

Either the name, address, legal representative or any other registration information of the Domain Name Registrar changes, or the cooperation between the Domain Name Registry and the Domain Name Registrar is changed or terminated, the Domain Name Registrar shall put on record to MII within 30 days afterwards.

Article 21

The Domain Name Registry shall deploy necessary networks or emergency communication devices, develop effective provisioning strategies for securing network communications, and shall perfect the emergency system for the security of networks and information.

For safeguarding national security and dealing with emergencies, Domain Name Registry and Registrars shall submit to the command and coordination of MII, complying with and implementing the administrative requirements set force by MII.

Article 22

MII shall strengthen the supervision and inspection over Domain Name Registry and Registrars, and correct violations during inspections.

This document is both  English and Chinese, if there is any inconsistency or conflict， the English version shall be authoritative.

2、Technical and Basic Requirements

Multiple level labels combined together form a domain name (also known as a "string"). All domain names in the TLD must comply with RFC 1034 Section 3.5.

Registry Operator will not accept a registration request for a domain name unless the applied-for string meets the requirements set out in this policy and any other applicable Registry Policies.

3、ASCII Strings

An ASCII domain name label (string) or its translated A-Label string:

• a. must not exceed 63 characters (not including the TLD);

• b. must consist of A-Z (case insensitive), the digits (0-9) and hyphen (-) only;

• c. must not start or end with a hyphen (-); and

• d. must not contain hyphens in the third and fourth character positions (-), e.g. “ab--cd” is not allowed.

4、IDN Strings

IDN strings must be "IDNA-valid" as defined in RFC 5890 Section 2.3.2.1.

Registry Operator supports Chinese (ZH) IDNs as defined in RFC 4713. Specifically, only one subset of Chinese characters is allowed as specified in:

    "IDN Character Table for CNNIC",http://www.iana.org/domains/idn-tables/tables/cn_zh-cn_4.0.html; and

    "IDN Character Table for TWNIC",http://www.iana.org/domains/idn-tables/tables/tw_zh-tw_4.0.1.html

5、IDN Variant Bundling Rules

Many Chinese characters have several acceptable written forms that are known as "variants" . These variants are regarded as having the same meaning as their primary form.

Registry Operator adopts the following sub-level IDN variant bundling rules:

• a.  When an IDN domain name is registered, either simplified or traditional Chinese characters     may be registered and activated as the primary domain name while all other variants will be     reserved to the registrant and blocked from registration.

• b.  The primary domain name and all of its variants constitute a bundle set. Deletion of any of the      strings of the bundle set will render all the other variants deleted at the same time.

• c.  The reserved variants in the bundle set may be activated upon request by the registrant (via     the sponsoring registrar).

• d.  Active variant IDNs must be provisioned in the TLD's DNS zone file as zone cuts using the            same NS resource records as the primary (canonical) domain name.

The above sub-level IDN bundling rules are subject to change if and when ICANN implements delegation of variants of IDN TLDs.

1. General

This Anti-Abuse Policy forms part of the "Registry Policies " and applies to each of the top level domains listed below :

Unless otherwise defined herein, capitalized terms used in this document have the meanings given to them in the Registrar Accreditation Agreement ( "RAA" ).

2. Basic Requirements

Registration and use of domain names in the TLD are subject to all applicable laws and regulations, all Registry Policies and ICANN requirements set out in the Registry Agreement and the RAA, including all ICANN Consensus Policies and Temporary Policies.

Registry Operator reserves the right to amend or update this policy from time to time to take into account new laws or ICANN requirements, changes to technology or Registry’s operations and practices. Any amendments or update to this policy shall be effective and binding upon registrars and registrants thirty (30) days after the initial date of posting on Registry Operator's website at http://www.yu-wei.cn

3. Provisions to be Included in Registration Agreements

Registrars must require all Registered Name Holders to enter into an electronic or paper registration agreement with the sponsoring registrar.

Each registration agreement must include all the provisions specified in any applicable law, the RAA and the Registry-Registrar Agreement.

4. Prohibited Use

Registry Operator expressly prohibits abusive use of a domain name for any illegal or fraudulent activities, including but not limited to, distributing malware, abusively operating botnets, phishing, piracy, trademark or copyright infringement, fraudulent or deceptive practices, counterfeiting or otherwise engaging in activity contrary to applicable law.

Registry Operator will periodically conduct a technical analysis to assess whether domains in the TLD are being used to perpetrate security threats, such as pharming, phishing, malware, and botnets.

5. Consequences for Contravention of Anti-Abuse Policy

Registry Operator reserves the right to deny, cancel or transfer any registration or transaction, or place any domain name(s) on registry lock, hold or similar status, that it deems necessary, in its discretion:

a. to enforce any Registry Policies (including this policy) and ICANN requirements, as amended from time to time;

b. to protect the integrity and stability of Registry Operator, its operations, and the TLD;

c. to comply with any applicable law, regulation, holding, order, or decision issued by a court, administrative authority, or dispute resolution service provider with jurisdiction over Registry Operator or registrants; 

d. to establish, assert, or defend the legal rights of Registry Operator or a third party, or to avoid any liability, civil or criminal, on the part of Registry Operator as well as its affiliates, subsidiaries, owners, officers, directors, representatives, employees, contractors, and stockholders; and

e. to correct mistakes made by Registry Operator or a registrar in connection with a registration or reservation of the domain name.

1. General

This Registry Reserved Names Policy is incorporated by reference into the registration agreements between registrars and registrants.  It forms part of the "Registry Policies" and applies to each of the top level domains listed below (individually, the "TLD"):

References to "Registry Operator" are to the registry operator of the TLD.

2. Reserved Names Not Available for Registration

In addition to ICANN mandated reserved names, Registry Operator shall reserve (i.e., withhold from registration or allocate to Registry Operator, but not register to third parties, delegate, use, activate in the DNS or otherwise make available) or block certain names from registration (“Reserved Names”) in accordance with this Reserved Names Policy.

Each registration request is checked against the Reserved Names list. If the request is for a Reserved Name, it will not be accepted by Registry Operator.

3. Reserved Names List

Registry Operator shall maintain a Reserved Names list consisting of names, labels or additional character strings:

a. mandated by ICANN to be reserved or blocked ( "ICANN Requirements" );

b. reserved under applicable laws or regulations ( "Local Laws or Regulatory Requirements"); and

c. reserved under Registry’s marketing or strategic programs ( "Marketing Programs" ).

Registry Operator reserves the right to add to or remove names from the Reserved Names list at its discretion, provided that such change is not inconsistent with the ICANN Requirements and the Local Laws or Regulatory Requirements.

4. ICANN Requirements

Unless ICANN expressly authorizes in writing, the following labels are reserved or blocked from registration:

a. The ASCII label "EXAMPLE".

b. All two-character ASCII labels (including 00 to 99). 

c. Labels reserved for registry operations. 

d. Country and Territory Names. 

e. International Olympic Committee; International Red Cross and Red Crescent Movement. 

f. Intergovernmental Organizations. 

g. Second level names blocked under ICANN's "New gTLD Collision Occurrence Management Plan". 

Additional labels or names (including their IDN variants) may be added to (e) and (g) above upon ten (10) calendar days’ notice from ICANN to Registry Operator.

5. Local Laws or Regulatory Requirements

The Measures for the Administration of Internet Domain Names (Regulation No. 30) promulgated by the Ministry of Industry and Information Technology of the People's Republic of China stipulate:

     "No organization or individual may register or use names containing elements that:"

a. Oppose the fundamental principles of the Constitution;

b. Compromise national security, divulge state secrets, subvert the government or damage national unity;

c. Damage national honor and interest;

d. Incite ethnic hatred or ethnic discrimination, undermining people unity;

e. Violate state religion policies or propagate heretical teachings or feudal superstitions;

f. Spread rumors, disturb social order or undermine social stability;

g. Spread obscenity, pornography, gambling, violence, murder, terrorism or incite the commission of crimes;

h. Insult or slander others or infringe upon the legitimate rights and interests of a third party; or

i. Contain other content prohibited by laws and administrative regulations.” 

Accordingly, names that are deemed in violation of the Measures are blocked from registration.

Additional names (including their IDN variants) may be added upon reasonable notice from the relevant authority to Registry Operator.

6. Marketing Programs

Names that are reserved under a Marketing Program are considered Reserved Names. Registry Operator may allocate the Reserved Names under such Marketing Program sale or auction from time to time. Once a Reserved Name is allocated, it will be removed from the Reserved Names list.

7. Activation of Reserved Names

A Reserved Name may be registered and activated provided the intended registrant presents Registry Operator a letter of consent issued by the rights holder authorizing the intended registrant to register the domain name.

This Yuwei Registry Sunrise Registration Policy is incorporated by reference into the registration agreements between registrars and registrants. It forms part of the "Registry policie" and applies to the top level domain listed below (the "TLD"):

Unless otherwise defined herein, capitalized terms used in this document have the meanings given to them in the ICANN’s Trademark Clearinghouse Rights Protection Mechanism Requirements available at https://newgtlds.icann.org/en/about/trademark-clearinghouse/rpm-requirements-30sep13-en.pdf. 

2. Start-Date Sunrise

Registry Operator will offer a Start-Date Sunrise for thirty (30) calendar days (“Sunrise Period”), followed by the Quiet Period, Landrush Period and Open Period. The start-date and end-date for the Sunrise Period will be published on Registry Operator's website at http://www.yu-wei.cn

During the Sunrise Period, holders of eligible trademarks that have been validated by the Trademark Clearinghouse may apply to register domain names in the TLD.

3. Registration Requirements

Privacy or proxy services may not be used in connection with applications submitted during the Sunrise Period.  In addition, an application for a Sunrise Registration must meet the following criteria (a “Valid Sunrise Application”):

a. a valid SMD file from the Sunrise-Eligible Rights Holder (or its agent) matching the applied-for domain name was provided and the validation procedures described in the Functional Specifications were performed; and 

b. it complies with all applicable Registry Policies (including Registry Operator’s String policies and Reserved Names Policy ).

4. Allocation

In Sunrise Period, domain registration will follow "first-come, first-served" principle.

5. Representations and Warranties

By making a Sunrise Registration application, the applicant:

a. agrees to be bound by this Sunrise Policy, all other Registry Policie and ICANN requirements set out in the Registry Agreement and the Registrar Accreditation Agreement , including all ICANN Consensus Policies and Temporary Policies http://www.icann.org/en/resources/registrars/consensus-policies ; 

b. represents and warrants that it is a Sunrise-Eligible Rights Holder or its duly authorized agent; 

c. agrees to submit to any challenges filed in accordance with Registry Operator’s Sunrise Dispute Resolution Policy available at (“SDRP”); and

d. acknowledges, agrees, and accepts sole and direct liability for damages suffered by any third party injured as a consequence of an application and/or the Sunrise Registration under this Sunrise Policy, and agrees to indemnify and hold Registry Operator and its employees, directors, officers, representatives, affiliates, agents, and contractors harmless for any claims, causes of action, damages, or injuries resulting from actions, omissions, or errors.

6. Sunrise Dispute Resolution

Challengesto Sunrise Registrations may be filed with Asian Domain Name Dispute ResolutionCentre (“ADNDRC”) in accordance with the SDRP(Sunrise Dispute Resolution Policy)before the end of Sunrise Quiet Period.

Article1 To maintainthe normal orders in providing“.广东(xn--xhq521b), .佛山(xn--1qqw23a)”domain name registration serviceas well as safeguard thelegitimate rights and interests of domain name holders, these Rules areformulated in accordance with the China Internet Domain Name Regulations (hereinafter the Regulations), the Service Specifications of the Registry on“.广东,.佛山” TLD (hereinafter the ServiceSpecifications) and consensus policies of ICANN.

Article2. Domain name Registrar (hereinafter Registrar) accredited by GuangzhouYuwei Technology Co., Ltd (hereinafter the Registry) shall comply with theseRules when providing “.广东,.佛山”domain name registration and relevant services.During the termof this agreement, Registrar shall maintain in full forceand effect its accreditation by ICANN as a top-level domain name registrar. As a Registrar in Mainland China, it shall ensurethe legitimacy and validity of the Registry’s qualification by China’s domainname competent department.

Article3. Registrar cannot act in the name of the Registry or use its trade name, logoor trademarkwhen providing “.广东, .佛山”domainname registration and related servicesunless it can indicate its accreditation by the Registry .Registrar shall not refer to or imply itscooperative commercial relationship with the Registry when engaged in activities outside the service scope of the Registry.

Article4. Registrar shall not, inpromoting or providing “.广东, .佛山”domain name registration and related services, use the following deceptive,misleading or threatening measures:

(a) Deceive users with the excuse of requirementsof government authorities, the Registry or other organizations;

(b) Mislead users by using the name of anotherRegistrar;

(c) Threaten users that other companies orindividuals are going to register the domain name;

(d) Deceive or threaten users after they have registered a domain name in the name of othercompanies or individuals;

(e) Mislead users by claiming “.广东,.佛山” domainname as “trademark”,“electronic trademark”, “internet trademark”.

(f) Violate the regulations that a domain name inSimplified Chinese has the same effect and is in synchronization with thatin Traditional Chinese, by selling or promoting any part of the domain name inany form during registration and resolution period.

(g) Mislead users with false information such asthe change of the Registry policies or expiration of the protection period;

(h) Mislead users by exaggerating the domain nameinvestment value in providing registration services;

(i) Defame or degrade the reputation of otherRegistrars;

(j) Violate the legitimate rights and interests ofusers in other defective, misleading or threatening ways.

Article 5. Registrar shall enter intothe Domain Name Registration Agreement in writing (including electronic form)with the applicants, send the agreement in paper or in electronic form to them,and provide them with domain name certificate in prescribed form (includingelectronic form). During the term of this Agreement, Registrar shall maintainrelevant registration information and payment record of domain name holders.During the term of this Agreement and for three (3) years thereafter, Registrarshall keep all data and information submitted by domain name holders whenapplying for domain names, and all correspondences and records betweenRegistrar and domain name holders (including documents and records inelectronic form).

Article 6. Registrar shall request domain name applicantsto submit following information and materials: 

(i) domain name applied forregistration; 

(ii) names of the primary name server and secondary nameserver(s) for the domain name; 

(iii) name, identity certificate type, identitycertificate number, postal address, telephone number and email address incase that the applicant isa natural person; 

(iv) name of the organization, organization type,organization code, postal address, email address and telephone number in casethat the applicant is an organization; 

(v) name, postal address, email addressand telephone number of the contact person for domain name administrative,technical, billing and sponsoring contact person;

(vi) the applicants in Mainland China don’t need to submit the electronic form of the ID card and Organization Code Certificate andother applicants need to submit the electronic material which can identifytheir identity; applicants not from Mainland China need to submitthe electronic material which can identify their identity; 

(vii) domain name registration term: Registrarshall examine whether the materials submitted by applicants are genuine,accurate and complete, and keep the application materials for future reference. Registry shall not submit false evidentiarymaterial.

Article 7. Registrarshall strictly examinethe registrationinformation of the domain names, andprovide the Registry with true, accurate and complete “.广东,.佛山”domain name registration information. The Registry shall retain the rights to review domain name and its registryinformation. Upon discovering any domainname in violation of the Management Measures, consensuspolicies of ICANNor other applicable laws or regulations, theRegistry will notify Registrar to delete the domain name, and Registrar shall implement withinthree (3) workdays upon receiving the written notice from the Registry(including notice in electronic form).

Article 8. Usershave the right to choose the registrationterm at their own discretion. Registrar shall submit the registrationpursuant to actual years for which the users have paid.

Article 9.Registrar shall have the personnel and thecapability of providing domain name holders with domain name management service,provide them with domain name record, domain name resolution, bill andtechnological support, set up servicephone number or email address to deal withusers’complaints and specify the service timeand quality. The service time shall be no less than 5*8 hoursper week. Registrar shall providedomain name holders with urgent contact information or 7*24 hours’ serviceinformation on emergencies (such as domain name hijacking) in line with ICANNpolicy. Ways of complaint acceptance of the Registry and Registrar shall beannounced on the marked positions of operation sites, domain name registrationwebsite and table of Registrar and its sellers. Registrar shall check with domain name holdersthe registration information of domainnames on a regular basis via email, phone or website bulletin. If there is any change or inaccuracy, Registrar shall timely update it inaccordance with relevant laws and regulations.

Article10 During the term of thisAgreement, if Registrar is designated by the Registryto take over the domain names of another Registrar, the designatedRegistrar shall not charge the domain name holders for this service. Registrartaking over the domain names shall, within 10 workdays on receiving theassigned domain names by the Registry, issue notice to domain name holders,informing them of such change, and verify the registration information ofdomain name holders and whether there is any delay in payment of the domainname management fee, and give feedback to theRegistry. If Registrar fails to give feedbackwithin the prescribed timelimit, it shall be liable for the delayed payment for any domain names takenover by it and relevant legal liabilities upon discovery.

Article11 Registrar shall cooperatewith the Registry, Court or domain name dispute resolution body in verifying a domain name, and delete, change orsuspend the changing of the domain name in accordance with relevant decisions,judgments or rulings, as well as inform the domain name holders of the same inwriting. Registrarshall formulate relevant domain name dispute resolution policies according to ICANN policy and China’s relevant lawand regulation (if applicable) andapply them inactual business. Registrar may modify the duplicate of such policiesfrom time to time, while shall submit the duplicate to the Registry in advance.

Article12 Registrar shall not take partin the dispute resolution process in any way, except for providing registration information as required by the domain namedispute resolution body. Unless ICANN adopts other consensus policies, specifications and/or interim policiesapproved by ICANN, Registrar shall comply with the UDRP issued on the officialwebsite of ICANN (www.icann.org/general/consensus-policies.htm) to solvedisputes relating to registered domain names. Moreover, Registrar shall complywith the URS procedures or alternative procedures, and other applicable disputeresolution procedures regulated by Registry.

Article13 Registrar shallimplement the ruling of the dispute resolution body within ten (10) days aftersuch ruling is made. If within ten (10) days after the ruling is made, therespondent provides valid evidence to prove that the dispute has been acceptedby a competent judicial organ having jurisdiction or an arbitration agency, theruling of the dispute resolution body may be suspended.

Article14 Registrar shall effectivelymonitor the application of the domain names within its control, and timely make a report to the Registry pursuantto its requirements. The application of domain names includes but not limited to:the purpose of the domain names, the access site of corresponding websites, andrecords. Registrar shall make aprovision with domain name holders in registration agreement, namely prohibit themfrom distributing malicious software, abusing botnet operation, phishing,privacy, trademark, cheating, deceiving, forging and getting involved inactivities that violate relevant laws. Registrar will suspend or stop relevantdomain name resolution service in accordance with applicable laws andprocedures and inform domain name holders upon discovery.

Article15 Registrar shall not suspendthe domain name resolution service with any excuse, except that it is awarded, ruled or decided by the Registry,administrative body, judicial organ or arbitration agency.

Article16 Registrar shall administer its resellers inaccordance with the Management Measures, the Implementation Rules and theService Specifications, and verify their filing material. Filing records thathave been verified shall be submitted to the Registry for filing. Registrarshall not be engaged in any unrecorded agencies to provide domain nameregistration service. Registrar shall ensure that its sellers could abide byall the obligations under the RRA Agreement.

Article17 In case of any change of theinformation of the reseller, Registrar shall complete the collection and reviewwritten application materials submitted by the agency within ten (10) workdays.The verified materials shall be submitted to the Registry for filing.

Article18 Registrar shall not developany organization or individual which violate these Rules into its reseller.

Article 19 Registrarshall actively safeguard the normal domain name transfer orders, and shall not maliciously transfer thedomain names of any other Registrar to itself, by means of deceit, misleading, threator under the name of anotherRegistrar or against the will of users, and shall not charge users for suchtransfer.

Article20 Registrar shall not requireusers of another Registrar accredited by the Registry to pay the renewal fee toit by means of deceit, misleadingand threat.

Article21 Registrar shall providestandard domain name registration service and separate the service from other services, and shall clearly inform users of thecontents, time limit and fees of the registration service in the registrationform notice, table and user agreement.

Article22 Registrar shall effectivelymonitor the application of the domain names within its control, and timely make a report to theRegistry pursuant to its requirements. The application ofdomain names includes but not limited to: the purpose of the domain names, theaccess site of corresponding websites, and records.

Article23 Registrar shall check withdomain name holders the registration information of domain names on a regular basis via email, phone or website bulletin. If there is any change or inaccuracy, Registrar shall timely update it inaccordance with relevant laws and regulations.

Article 24 Registrar shall keepconfidential all registration information and data of users during and after the effective accreditationor cooperation period, and shall not disclose to other party, nor use suchinformation for illegal gains. Without the consent of the Registrant, Registrar shall not use suchinformation for any other purpose, except that it is stipulated by laws, regulations or relevant domainname management specifications.

Article25 Registrar shall ensure thedomain names registered by users in Simplified Chinese to have the same effectand are in synchronization with that in TraditionalChinese during the domain name resolution and usage and vice versa.

Article26 In the event that Registraris in violation of any provision under Article 2 to Article 25 hereof, theRegistry will charge a penalty of RMB 5,000 per incident of such violation,which may be deducted from the Registrar’s advanced payment after giving anotice to Registrar. In caseof serious violation, the  Registry shall suspend thenew registered interface of “.广东,.佛山” domain name and even  terminate the cooperation with Registrar.

Article27 In the event that Registraris in violation of provisions under Article 8, in addition to punishmentprescribed under Article 26, the Registrar shall also make up the registration term pursuant to the actual yearfor which the user has paid.

Article28 In the event that Registraris in violation of provisions under Article 19 and Article 20, in addition topunishment prescribed under Article 26, the involved domain names andregistration fees shall be transferred back to the original Registrar.

Article 29 These ImplementationRules are subject tomodification of the Registry in accordance with relevant domain name managementrules and policies, and the modified version shall take effect on the issuingday.

Article 30The Rules shall beinterpreted by the Registry.

Article 31This Implementation Rules is inChinese and English. If there is any inconsistency, the Chinese versionprevails.

1. General

This Registry General Registration Policy is incorporated by reference into the registration agreements between registrars and registrants. It forms part of the “Registry Policies ” and applies to the top level domain listed below (the “TLD):

Unless otherwise defined herein, capitalized terms used in this document have the meanings given to them in the ICANN Trademark Clearinghouse Rights Protection Mechanism Requirements available at http://www.icann.org/en/resources/registries/tmch-requirements (“TMCH Requirements”).

2. General Registration Commencement

After conclusion of the Sunrise Period and Quiet period, General Registration commences when available domain names in the TLD are open to the general public for registration.

A General Registration application must meet all Registry Policies (including Registry Operator’s String Policy) and ICANN requirements set out in the Registry Agreement and the Registrar Accreditation Agreement to be considered a valid application.

Valid applications will be allocated on a first-come, first-served basis.

3.Landrush Period

Different initial registration fee apply to first few weeks of General Registration (known as the “Landrush Period”). During the Landrush Period, interested parties may apply for available domain names in the TLD.

After conclusion of the Landrush Period, available domain names in the TLD are open to the general public for registration at a regular initial registration fee.

4. Trademark Claims Services

As part of the TMCH Requirements, Registry Operator will provide the Claims Services for the first ninety (90) calendar days of General Registration.

The "Claims Services" provide (i) a notice to potential domain name registrants that a domain name they are seeking to register in the TLD matches a Trademark Record (a “Claims Notice”); and (ii) a notification to the Trademark Holder.

A Claims Notice is intended to provide clear notice to the potential domain name registrant of the scope of the Trademark Holder's rights.   Accordingly, during the first 90 days of General Registration, a potential domain name registrant may only complete the domain name registration following acknowledgement of the receipt of a Claims Notice.
